This is a very hard to find early 19th century piece with butterfly handle and rod frame - unmarked.
The butterfly handle is attached to the frame and since the shaft has a left hand thread - the worm must be fully extended to insert into the cork by clockwise turning of the whole piece - then turning counterclockwise pulls the cork. More modern versions have perfected inserting and pulling the cork with all clockwise turning.
